SOCCER CONTROL
PROPOSED ALTERATIONS TO CONSTITUTION MEETING ON OCTOBER 7 Following meetings held to consider the future constitution and control of j Soccer in Auckland, a special general meeting is being called for Tuesday, October 7. when the following amendments will be submitted for the consideration of the delegates: 1. —New rule in place of present rule 33: “Delegates of branches shall be entitled to attend all meetings except the Control Board. Any division committee, however, shall be entitled to appoint two delegates for the purpose of bringing before the Control Board any matters concerning such division committee. Delegates are allowed to speak only by permission of the chairman and must leave the room when requested to do so by him.” 2. —New rule in place of present rules 17 and 25: “The affairs of the association shall be managed by a Control Board consisting of 12 non-playing members. nine of whom shall be elected at the annual meeting by a majority vote of the delegates, one shall be appointed by the Referees’ Association, and two appointed by the Minor Divisions Committee—one to represent the minor clubs and one to represent the schools. “Nomination.-: for the nine elected members (who must not hold any executive position in any affiliated club) shall be called for from clubs and advertised in at least two leading newspapers before February 20 in each year. Nomination forms' for the puri poso shall be sent to such clubs and j must be signed by three financial memI bers of a branch or club and consented ; to by the person nominated, and be ! delivered to the secretary before the j end of February in each year. At the I election the acting-chairman of the I Control Board shall have a vote as a j delegate of the retiring Control l Board.” 3. —New rule in place of present rule 20: “Six members of the Control Board must be present to form a quorum for a meeting of the Control Board, and if a quorum is not present within 30 minutes of the appointed time of meeting, such meeting shall lapse. Life members of the association may be elected by vote of delegates at an annual or special general meeting upon the rocommedation of the Control Board. In addition, an elected member of the controlling body of the association who has or shall have been elected to that body for 3 0 consecutive years shall thereupon become a life member without further election being necessary. Life members may vote at any meeting of the Control Board or at any annual or special general meeting.” 4. —Alteration to rule 18: Delete the words, “No member of any division committee may take part in any competition match under the control of a division committee of which he is a member.” Cb) Proposed alteration to by-lat Vs.— Add to end of by-law 24: “Notwithstanding anything contained in the foregoing rules, any division committee shall have power to. fix a date, after which it may refuse to consent to any transfer with which such division committee is concerned.”
