BIG SETTLEMENT PLAN FOR CONFERENCE CORPORATIONS FORMING Reed. 9.5 a.m. LONDON, Tuesday. It is now Misclosed that a comprehensive scheme will be submitted to the Imperial Conference involving the formation of public utility corporations for the purpose of developing trades in unsettled parts of the Empire. The proposals differ from the present migration methods inasmuch as the aim will be the building up of entirely new settlements, containing self-supporting communities of varied occupations. The corporations would be backed by the Government credit, and would act as public contractors employing men and women for definite periods.
