ROYAL COMMISSION BUSY FOR SOME MONTHS TRIP ABROAD SOON RUGBY, Thursday. The Royal 'Commission of Labour ia India, under the chairmanship of the ex-Speaker of the House of Com®ons, Mr. J. H. Whitley, expects to complete its sittings in' London by the middle of August. The commissioners wil leave England at the end of September for Rangoon, via Colombo, and will spend a few days en route in a study of the working of the recent legislation on the tea estates of Ceylon. About three weeks will be devoted t* touring, and taking evidence in Burma, and the commissioners anticipate that about the middle of Novem“«r they will reach Delhi, where they vflj prepare their report.
