GRADUATED SURTAX
PRIME MINISTER EXPLAINS DETAILS SPIRITS, TOBACCO, PETROL THE SUN’S Parliamentary Reporter WELLINGTON, Tuesday. The graduated scale surtax on certain classes of goods was explained to the House this evening by the Minister of Customs, the Hon. G. W. Forbes. “It is proposed to abolish the primage duty and to substitute a surtax on the duty payable on goods,” he said. “The rate of the surtax has been fixed at nine-fortieths of the total duty otherwise payable on most classes of goods. For spirits, tobacco, cigarettes, and petrol, the rate is fixed at one-twentieth of the duty. It is obvious that if a higher rate of surtax had been added to the duties on-spirits, tobacco, cigarettes and petrol, the total rate of duty payable would have been rather high. The surtax on timber has also been fixed at one-twentieth of the duty payable It is not proposed that the surtax shall be charged on wheat or wheat-flour.”
