Members had been practically unatr mous at the earlier meeting, but t marked difference of opinion shown today, the motion to resell tho new by-law being carried by sgven votes to six. It was argued that th system might well he given a faitrial before being condemned. The motion was supported by j(rs Donaldson and Messrs. E. C. Bank; G. Brownlee. H. S. W. King. J. Primrose S. B. Sims, and T. V. Wells, and waopposed by Messrs A. Burns (chairman). J. Boddie, W. .1, Campbell, R. Hoe. J. P. MePhail and F. A. Snell. The by-law regarding punishment now reads as follows: “Corporal punishment may be in. 1 dieted by the head teacher or by »j assistant with his approval, but it : should be used as sparingly as possible. Us frequent infliction in a , school is to be accounted an indicatio:: of defective discipline. Corporal put ishment should not be inflicted fo> trivial breaches of discipline, for failure or inability to learn, nor for neglet- : to prepare home lessons, but should be reserved for deliberate breaches of discipline and tor wilful faults. Tt corporal punishment of girls of i; years of age and over is prohibited while it is expected that in infau! departments, and as far as the girl? of the school are concerned, corporal punishment should be rendered unnecessary by the teachers’ methods of government. < Girls are not to be subjected to corporal punishment uc less in exceptional circumstances an then, if possible, at the hands of a female teacher). When corpora! pus ishment has been administered, par ticulars as to date, name, nature oi the offence, aud the amount of punishment shall be entered in a took kept for the purpose, and a copy of the entries made during the term in the punishment book shall be for warded with the term returns by the head or sole teacher to the Education Board at the end of each term.”
