ITALY DEBATES FRENCH VIEW ON NAVAL PARITY GRANDI YET TO SPEAK ROME, Saturday. A debate on foreign affairs has been opened in the Senate. Signor Schanzer, president of sections, Council of State, said French mentality as regards Italy- must be modified. Naval parity was not only a symbol, but it was an international moral principle, and an expression of mutual confidence between nations.

Signor Grandi, -who represented Italy at the London Naval Conference, will speak on Monday.
