WILKINS SEEKS CRAFT FOR ARCTIC EXPLORATION TREATY RESTRICTIONS OPERATE WASHINGTON, Friday. Sir Hubert Wilkins and Mr. Sima;' Lake, an inventor who is co-operating with the explorer in connection with his coming trip to the Arctic, called upon the Acting-Secretary of the Navy. Mr. Jabncke, to inquire into the possibility of arranging for the loan of an obsolete submarine. However, they received little encouragement. Later Sir Hubert called at the State Department, but it is understood he was told substantially the same thing.
