An emphatic demand for speed in carrying out his law enforcement programme was delivered to Congress today by President Hoover in a special message which declared the American “obedience, law enforcement and judicial organisation” has fallen below its necessary standards. "Reforms are necessary,” the President said, “if I am to perform the high duty which falls upon the Execu tive for the enforcement of the Fed eral laws.” The President stressed that while a considerable part of the problem arises from laws relating to intoxicating liquors, the laws relating to narcotics, automobile thefts, etc., were also contributory factors.
