CONSTITUTIONAL CHANGES IN AUSTRALIA CANADA’S NEW MAN Reed. 11.15 a.m. LONDON, Thursday. The “Daily News” says the foreshadowed appointment of Sir Isaac Isaacs as Governor-General of Australia means a constitutional revolution. It says the report has caused surprise in London and embarrassment at the Dominion Office, where complete ignorance of the offer to Sir Isaac is professed. The paper says what is causing comment is the report that the post has been offered to any one, presumably by the Australian Government, thus putting aside all precedents and convention. A message from Ottawa says the report that an Australian has been recommended as Governor-General of the Commonwealth has revived gossip there as to who will succeed Viscount Willingdon at the expiration of his term next year. It is frequently suggested that the Duke of York -will be named, and he is likely to be the lirst choice of Canadians. PREMIER’S STATEMENT In ease that appointment is impossible the question -of the appointment of a Canadian will undoubtedly be given consideration. The name of Sir Robert Borden is often mentioned. The Canadian Premier, Mr. Mackenzie King, on Friday denied that before the appointment of Lord Willingdon, he sounded the British Government to see if it were possible to appoint a Canadian. A London cable quotes the “Daily News” to the effect that the Premier raised the point at the time of Viscount Byng’s retirement,, and that Mr. H. L. S. Amery informed the Canadian High Commissioner, Mr. P. C. Larkin, that it would be impossible. The Premier said he exchanged no communications with Mr. Amery, but with Mr. Baldwin. The question of appointing a Canadian had not been raised then,, nor had it been since. The Premier said his position was that Canada had a right to select a Canadian. The prime requirement was that the person should be acceptable to the Canadian Government. The Premier commented that Canada had been fortunate in its appointments.
