TOKYO PREPARES TO RUN OWN TRAMS DISCONTENT IN UNIONS Reed. 10.30 a.m. TOKYO, Tuesday. The latest manifestation of the labour unrest at Tokyo is that the tramcar operators, consequent on bonus reductions, are reported to be going slow. Discontented union leaders are advocating sabotage. Meanwhile officials are prepared for an emergency mobilisation to carry on transport in the event of a strike of motormen. The police are guarding the car barns. The situation is serious. £30,000 IN GRAFT A preliminary court, inquiring Into the railway graft scandals of last November, found that Mr. Kobashi, former Minister or Education, guilty of receiving £3(),000 in bribes from tlie railway.
