BILL BEFORE ASSEMBLY THIS SESSION PARLIAMENT OPENED MELBOURNE. Wednesday. The Victorian Parliament was opened today. The Governor’s speech foreshadowed the introduction of a Bill to legalise the totalisator, the profits from which would go to charities. A Bill to provide a relief fund for the unemployed was also promised.

STAMPS FOK CHINA.—The Chinese Government has placed an order tor the printing of 2.500,000,000 stamps with Messrs. De la Rue, of London. It is understood that this is the largest individual order received in England for the printing of stamps for a foreign Government
