AMERICAN EXPERTS VIEW CHINA’S FINANCE NOTE ISSUE MONOPOLY Reed. 9.5 a.m. SHANGHAI, Sunday. The American Financial Commission, headed by Dr. E. W. Kemmerer, after a year’s study of Chinas monetary system, reports that it is advising a reorganisation of the currency on the gold basis, the note issue to be made the monopoly of the Central Reserve Bank.
