BUILDING CONSTRUCTION IN WELLINGTON DELAY IN GETTING CEMENT Special to THE SUN ' WELLINGTON, Today. Union laws were responsible i'or an odd liitcli wliicli created unemployment for skilled workmen in Wellington a few days ago. Much constructional! work is proceeding in the capital at the presenttime, and there was a momentary shortage of cement. This had been anticipated, but it was expected that the arrival of a steamer would relieve the position. However, when the ship carrying the cement arrived in the harbour the port was extremely busy and there were no watersiders available to unload it for some time. To use free labour was impossible, the union would have objected in any case, and so skilled workers on various buildings found themselves with nothing to do for 36 hours until the waterfront pressure had been relieved.
