REICHSTAG OMITS BAN FROM NEW BILL DEFENCE OF REPUBLIC ACT Reed. 12.5 p.m. BERLIN, Tuesday. The Defence of the Republic Act was passed by the Reichstag by 265 votes to 150. This Act is noteworthy, because it omits the clause banning the return of the ex-Kaiser. This provision last year failed to obtain a two-thirds majority in the Reichstag, so it is not embodied in the new Bill. Cabinet is of opinion that it is strong enough to protect itself against subversive activities.
