LABOUR DIVIDED ON UNEMPLOYMENT INDUSTRY REVIVAL HOPES LONDON, Sunday. What appears to be the authoritative point of view about much discussed differences in the Cabinet in regard to unemployment schemes is given by the “Daily Herald's” political correspondent. Pie says divergences of opinion admittedly exist. All the Ministers accept the view that so-called rationalisation of industry is inevitable. Some of them contend that it is the business of the Government, not the banks, to plan and direct a general process for the attainment of that end. This has induced them to submit suggestions for the formulation of what they describe as a long-term industrial policy. Furthermore, Mr. Thomas has repeatedly declared that hopes for an industrial revival must be based upon increased exports. Other Ministers express doubts as to trade development of that kind in view of the increasing industrialisation in overseas countries which formerly were Britain’s customers. These Ministers urge that immediate steps be taken to relieve the situation, which would involve the development of a loan. A memorandum upon this proposal is now being considered by a committee consisting of the Chancellor of the Exchequer, Mr. Philip Snowden: the Minister of Health, Mr. A. Greenwood: the Secretary of State for War, Mr. T. Shaw; and the Minister of Labour, Miss Margaret Bondfield.
