SPREADING REVOLUTION
SOVIET BROADCASTS STRIKE PROPAGANDA SPECIAL FUND TO HELP Times Cable. LONDON, Tuesday. The Riga correspondent of “The Times” says the Central Council of the Third (Communist) International has urgently instructed the executive of its bureau to organise a new international fund to stimulate the revolutionary movement, particularly in Australia, India, South Africa, Latin Amerca and the Philippines. The fund is to be used to try to induce workers in mother countries to give their maximum support to strikes and revolutionary outbreaks in the Dominions and colonies of those countries. International propaganda committees are to be formed outside Russia. Soviet delegates are to play decisive roles in their management. Soviet trades unions are ordered to take over the leadership of international working classes in impending struggles and to take the initiative In providing finances for the organisation of committees.
