CHINA REARRANGES DOMESTIC AFFAIRS Reed. noon. SHANGHAI, Tuesday. The Judiciary Department at Nanking announces that a draft agreement has been drawn up by which the Shanghai Provisional Court will pass almost completely under Chinese control.
if the agreement is signed, one result will be that about 1,000,000 Chinese residing in the foreign settlement will be entirely under Chinese jurisdiction.
