REMOVAL OF RIGHTS MUST BE GRADUAL RUGBY, Monday. In the House of Commons, Mr. Arthur Henderson, Foreign Secretary, stated that Sir Miles Lampson, British Minister to China, had already entered into detailed negotiations wtth the Chinese Government for the gradual abandonment of British extraterritorial rights in China. These negotiations were begun on January 9, and were still in progress. Mr. Henderson recalled that in the British aide memoire of December 20 the British Government agreed that the process of the gradual abolition of extraterritoriality should be regarded as having begun in principle as from January 1, 1930.
