NEW PROBLEM ARISES IN UNITED STATES BITTERNESS AND RIOTS Reed. 10.15 a.m. NEW YORK, Sunday. A San Francisco message state* that the influx of Filipinos into the United States is causing concern. Sixty thousand arrived in the last ten years, and in California they have created a revival of the Oriental problem and bitterness similar to that shown toward the Japanese some years ago. Fatal riots occurred in the past week. The difficulty of dealing with the Filipinos arises from the fact that their homeland belongs to the United States.
