LOSS TO GOVERNMENT
POLITICAL SWING IN SOUTH AFRICA BY-ELECTION RESULTS CAPETOWN, Friday. The by-election for Bethel, which was caused by the appointment of Mr. Tielman Roos to the Bench, resulted in. the South African Party gaining the seat by a majority of 50 votes. At the general election the Nationalist majority was 107. The campaign was largely a personal duel between Mr. O. Pirow, who has succeeded Mr. Roos as Minister of Justice, and Mr. J. H. Hofmeyr, who is regarded as a brilliant star in the South African Party firmament, but he is still a man of mystery. At the by-election at Stellenbosch, the Nationalist Party retained the seat, but the majority was reduced from 250 to 14. The Prime Minister, General J. B. Hertzog, speaking today in the House of Assembly, declared his conviction that South-west Africa, the mandated territory, would ultimately be incorporated in the Union, and that the mandate would cease.
