SPAIN REBUILDS FLEET
UNHAMPERED BY TREATIES LONDON, Thursday. The naval correspondent of the “Daily Telegraph” says Spain, which Is not represented at the Five Powers’ Naval Conference, and is untramelled by treaty obligations, is reconstructing her fleet. . The programme includes the early construction of two battleships exceeding 25,000 tons, to be armed with six or eight 15-inch guns.
