BOUQUETS FOR DOMINION ADMINISTRATION MENTION AT LEAGUE GENEVA, Monday. M. H. J. Procope, Finnish Foreign Minister, reporting to the Council of the League of Nations on the Mandate Commission’s investigation into Western Samoan affairs, paid a tribute to the efforts of the Administration in the face of endless difficulties. It was entitled, said M. Procope, to the sympathy of the council. Confidence was expressed that New Zealand, the mandatory Power, would end the present unstable situation and full authority. The Council noted with satisfaction that order had been restored in Samoa and congratulated the New Zealand Government.
