General Smuts, Leader of the Opposition in South Africa, has arrived in New York. He delivered two addresses today. The visitor expressed the hope that the United States will become a member of the World Court in 1930. The signing of the Root protocol was one of the most hopeful steps taken In recent years. The cause of world peace was discussed by General Smuts in a speech to the combined organisations celebrating the 10th anniversary of the League of Nations. He said that as surely as they sat there the time would come when all their efforts and the cause they stood for would be triumphant all over the world.

“X know we cannot fail,” said the speaker. “If we did fail the foundations of the world would shake. We must win and we should go on fighting.”
