FOREIGNERS’ HOUSES ALL TO BE SEARCHED STALiN OBJECTS RIGA, Monday. A conflict has arisen between M. Litvinoff and M. Menzkinsky. chief of the Ogpu, who has announced that he is determined immediately to searen the houses of business men and also the dwellings of all foreigners in Moscow, Leningrad and other centres. M. Litvinoff is trying to persuade M. Stalin that Meuzhinsky’s misguided diligence is most inopportune when the Soviet is attempting to improve its relations with foreign Governments. M. Stalin is reported to share Liivinoff’s opinion and there is a likelihood of the resignation of Menzhinsky, which will enable Stalin to reorganise the Ogpu and curtail its powers. This will be impossible if Menzhinsky remains.
