GERMANY APPOINTS HER DELEGATES SCHACHT NOT INCLUDED Reed. 10 a.m. BERLIN, Sunday. The German delegation to The Hague Reparations Conference will consist of Dr. Julius Curtius-, Minister ot' Foreign Affairs, Herr Moldenhauer, Minister of Finance, Dr. Schmidt, Minister of Economic Affairs, and Dr. Wirth, Minister of Occupied Territories. The chief expert will be a banker, Herr Melchior. Surprise is expressed at the omission of Dr. Hjalmar Schacht, President of the Reichsbank. It is stated he was unwilling to be appointed an expert, and insisted on being a full delegate or nothing. He is willing to be available, if required, during the discussions relating to the reparations bank. AMERICA AND GERMANY REPARATION AGREEMENT REACHED WASHINGTON, Saturday. The Treasury Department announces that an agreement has been reached between the United States and Germany for the settlement of all reparation claims arising out of the war. This is to be submitted to Congress for approval. The execution of the agreement is contingent upon the coming into effect of the Young plan. Meanwhile the United States retains all its existing rights in regard to reparation claims on account of tne army of occupation and the mixed claims of American citizens. The total approximates £90,000,000.
