ENGINEERS ARRIVE TO TAKE SOUNDINGS SPAIN APPROVES GRANTS Reed. noon. GIBRALTAR, rYiday. Colonel Jevenois, author of the tunnel scheme connecting Europe and Africa, has arrived at Tarifa, accompanied by engineers, and has passed plans for work beginning in. January at Alcazar Seguir, in Spanish Morocco, opposite Tarifa. The Spanish Government has approved of grants to defray the cost of soundings and shaft-sinking.
