BRIAND’S PROPOSAL KEENLY SUPPORTED AN ARDENT ADVOCATE Reed. 9 a.m. PARIS, Thursday. M. Herriot told the Chamber of Deputites that M. Briand's proposal for a United States of Europe was possible, and should be given immediate support. “I hope that France in September will carry a definite project for federation to Geneva. Everything demonstrates that the project is possible. Will France add this supplement to the world's peace?” M. Herriot declared that the plan should be put into effect as soon as possible to avoid conflict with the growing system of economic operation and cartels. He said tariffs could be reduced and all obstacles overcome.
