LITVINOFF RESENTFUL
POWERS’ INTERVENTION IN SINO-RUSSIAN ROW TIFF WITH FRENCH ENVOY MOSCOW, Tuesday. The French Ambassador. M. Her. bette, yesterday visited M. Maxim Litvinoff, Acting-Foreign Commissar, in order to remind the Soviet of its obligations under the Kellogg Pact in connection with the Manchurian dispute. ■ According to the official • Russian newspapers, M. Litvinoff refused to accept the communication. He reiterated what the Soviet Government hail already intimated, namely, that it regarded the action of Eritain, France and America as unfriendly, especially when the Manchurian dispute was almost settled. When M. Herbette pointed out that he was only acting on his Government’s instructions, M. Litviuoff replied that those instructions did not compel him to acc’ept the proffered declaration. M. Herbette tried to read the declaration, but M. Litvinoff refused to listen. Also, he declined to accept the document itself. M. Herbette thereupon placed the latter on the table and left the room.
