GOVERNMENT VICTORY IN TASMANIA UNEXPECTED CROSS-VOTING Reed. 11.45 a.m. HOBART, Today. Unexpected cross-voting enabled Mr. Frost (Labour) to win the Franklin seat in the House of Representatives. Mr. Blackiow, the Nationalist, was runner-up. There were five candidates.
