They declare that the Hailar inhabitants are starving. The arrival of the Mongolians aggravated the position. FOREIGNERS NOT WANTED An important decision involving another step in the Nationalist Government proposal to completely eliminate foi’eigners in China was taken at Nanking, when the Administrative Council adopted a proposal to take over within the next year all the foreign steamship companies operating the Chinese internal and coastal trade routes.
