FIRED ON BY CHINESE REBELS BLUEJACKET WOUNDED United I'.A. —Bj Telegraph—Copyright Reed. 9 a.m. HONG-KONG, Tues. H.M.S. Seamew, while on patrol duty west of the liver, was fired on by Kwangsi rebels. One bluejacket was wounded. The Seamew returned fire, with effect that has not been stated. British naval wireless messages report a recrudescence of the firing on merchant ships in the Yang'tsze. The steamer Iping Iling, owned by the Yangtsze Rapids Company, has been under heavy fire 4(1 miles above Ichang. The report does not mention the damage. MONGOLIAN RISING A Shanghai message says Chinese reports front Hailar indicate the coming of a Mongolian uprising, for the purpose of declaring independence. The movement is believed to have a Soviet origin. Mongolian horsemen reinforced the Russians and forcibly took possession of Hailar on Sunday. Refugees from Hailar arrived at Harbin. They declare that the Hailar inhabitants are starving. The arrival of the Mongolians aggravated the position. FOREIGNERS NOT WANTED An important decision involving another step in the Nationalist Government proposal to completely eliminate foi’eigners in China was taken at Nanking, when the Administrative Council adopted a proposal to take over within the next year all the foreign steamship companies operating the Chinese internal and coastal trade routes.
