NEWMARKET COUNCIL’S VIEWPOINT ALTERATIONS PROPOSED The viewpoint of the Newmarket Borough Council on the Transport Law Amendment Bill was contained in a series of alterations proposed by the traffic inspector and adopted by the council last evening. The amendments proposed included provision for issuing drivers’ licences during May in each year, the issue of duplicate licences where the original had been lost, and regulations making it compulsory for the holder of a licence to notify any disability he might suffer dLiring the currency of a licence. The alterations also* contain a suggestion for tjie indemnification of testing officers. Amendment of section 22 of the principal Act was also advised to provide for the compilation of a complete record of all convictions for any offence should be available at a central office for perusal, with identification particulars of any convicted-person. It was pointed out that at present offenders who were unknown to the informant were treated as first offenders. The report suggested that no application for renewal of a cancelled licence should be entertained within a period of 12 months from the date of cancellation. It was proposed that fines for offences against the Act, or any other Act, on information laid by an officer of a local authority, should be paid into and form part of the general fund of the local authority. Another recommendation was that maximum speeds, loaded, should be painted on the left side of each lorry. It was proposed that inspectors should have jurisdiction in the whole area defined as a highway district, and that the offside rule and other regulations should be made applicable to all users of highways, including trams. The report advised that regulations should be framed providing for a subsidy to all approved local authorities where the responsibilities on the traffic and control department were excessive.
