M. VENIZELOS CAUSES SENSATION OFFER OF PLEBISCITE Reed. 10.50 a.m. ATHENS, Sunday. The Prime Minister, M. Venzelos, caused a sensation in political circles by offering to hold a prebiscite permanently settling whether Greece should be ruled by a republic or a monarchy. M. Tsaldaris. is temporising, but a general agreement among the leaders is unlikely. At the last elections, the Royalists were crushingly defeated.
