ROAD TRAFFIC BILL
READ A SECOND TIME IN HOUSE OF LORDS LONDON, Thursday. The House of Lords passed the second reading of the Road Traffic Bill, which deals with speed limits, penalties for careless driving, and the use of the roads by pedestrians. Earl Russell, who until a few days ago was Parliamentary Secretary to the Ministry of Transport, replying to the debate, in which members had stressed the need for the regularised movement of pedestrians, as well as of a better standard for driving among motorists, agreed that it was necessary to improve the driving of motorists. and also the road sense of pedestrians, some of whom considered, rightly or wrongly, that the roads were the same as the grass-grown tracks of their childhood.
