LECTURE ON PENAL REFORM At a drawing room meeting held at Mrs. Carter’s residence, Takapuna, on Thursday afternoon, Dr. Mildred Staley gave an interesting address on "Modern Ideals in Penal Reform.” The lecturer said that great stress is being laid on the prevention of crime, not only in adults, by extending probation to most first offenders, but also by child guidance clinics and psychiatrist counsellors in the schools, who test and advise in regard to the future treatment and training of the children.
