MONEY FOR COLONIES
MORE WORK IS MOTIVE OF BRITISH PLAN GRANT FROM PARLIAMENT British Official Wireless RUGBY, Tuesday. In the House of Lords today Lord Passfleld (formerly Mr. Sidney Webb), Secretary of State for the Dominions and Colonies, moved the second reading of the Colonial Development Bill. This provides for the establishment of a colonial development fund, to be fed by an annual grant from Parliament of such an amount as may be required, not exceeding £1,000,000 in any year. Advances from the fund will be made to Colonial Governments on the recommedation of an advisory committee which Lord Passfleld said would be absolutely impartial. It would be a business committee, and there would be no attempt to make it either a Treasury or a Colonial Office committee. The principal motive of the measure was connected with the lamentable condition of employment in Britain. It was hoped to stimulate the British export trade by accelerating possible developments of Crown colonies, protectorates and dependencies, j The measure was welcomed by the J peers on both sides of the House.
