China and Russia Warned By America
“KEEP KELLOGG PACT” BLAME FOR SOVIET flush-alum and .\’.Z. Press Association) Reed. 2.40 p.m. \VASHINGTON, Fri. The United States. on the advice of Mr. H. L. Stimson. Secretary of State, has notified China and the Soviet that they are bound, by the Kellogg Pact, to preserve peace. Mr. Stimson conferred with the Chinese Minister, Dr. “'ll, who stated that China. was faithfully observing the Pact. although it technically was still ineffective. Dr. “'u also intimated that the Chinese Government was observing meticulously the letter and spirit of the Pacific Treaty of 1921, as well as the Kellogg Pact. “My Government’s action in ejecting from the management of the Chinese Eastern Railway certain Russian citizens," said Dr. “'u. "was made necessary when the Russians concerned misused their positions in a manner detrimental to Chinese interests, in violation of the Soviet Government's solemn pledges. They were disseminating, in Chinese territory, propaganda attacking the foundations of our government and social institutions, as well as violating the Sine-Russian Agreement of 1924 in their management 0! the railway. If the Russian Government persists, despite our desire for peace, in forcing war upon us, China, of course, will defend herself, but the aggressor nation will bear the responsibility‘. it the dispute is not settled by peaceful means.”
ASIATICS INCREASING
.__.._____ ELEMENT IN DOMINION’S FEARS lN AUCKLAND Growth in the number of New Zealand-born Asiatics was the main point revealed in a confer—ence last evening between Mr. H. Parvin. representing the White New Zealand League. and Te Akarana Maori Association. ONE speaker quoted statistics show~ ing that the majority of Maori halt castes possessed Asiatic blood. Such half-castes are not included in the Maori population, and so Maori mothers of Asiatic children are doing nothing more than increasing New Zealand’s population of Asiatics. Mr. Parvin is to Visit W'ellington. XVhile there he will approach the Government in an effort to have the living conditions .of Indian gardeners in the Pukekohe district investigated. Pukekohe people have made representations to the Government before, but with no success. No complaint is made against the conduct of the better-class ~1-lindu resident, but the league has produced instances of conditions among coolies which have caused objections. The degradation of a section of Maori Women and girls who have associated with Asiatics is to be pointed out to the Government. Mr. Peter . Buck‘s thesis on Maori population referred to the tendency toward the absorbing of the race with Europeans—~a fact which is not unwelcomed by the Maori race—but Te Akarana Association now fears that a section of the native race is inclining to the belief'that there is no harm in association with’ Chinese. The difiiculty in taking drastic steps in restricting Asiatic immigration is political. as Indians and many Chinese are British subjects. Yet there is the fact that the present number of New Zealand-born Asiatic-s is likely to form the nucleus of a large Asiatic element in the Dominion. The fear is that New Zealand may have a population similar to the Asiatic element in California.
