STIRRING APPEAL MADE TO U.S. SENATORS BILL TO BE PRESENTED (Australian and N.Z. Press Association) Reed. 9.5 a.m. WASHINGTON, Tues. A renewed movement to give the Philippines independence originated with a stirring appeal for freedom by Mr. Manuel Roxas, Speaker of the Philippine House of Representatives, before the Senate Finance Committee, after which Senator King, who has long advocated such independence, announced that he would move during the next session for the adoption of his Bill to free the islands as soon as the Philippines establish a constitutional government. Senator King said he would also press for action on a resolution asking the President to take up with all the Pacific Powers the negotiation of a treaty guaranteeing neutrality to the islands. The senator claims that the growing competition of sugar from the Philippines with domestic sugar will soon force the United States to grant independence, which independence has been mentioned frequently during the tariff hearings.
