DEBATE IN UPPER HOUSE Press Association WELLINGTON, Tuesday. The Address-in-Reply debate was opened in the Legislative Council this afternoon. The Hon. J. B. Gow said we must seek to find out why unemployment existed in a country enjoying the advantages New Zealand possessed and how to provide work for all who were willing and able to work. Apparently something was preventing capital being used as it should be. One of the causes might be the imposition of artificial restrictions on employers, resulting in overhead charges being piled up, and thus making business unprofitable. The man on the land must be able to produce at a cost that afforded him a return. He maintained that the land question was largely bound up with the present unemployment trouble. Th 9 Hon. A. F. Hawke commented on the trade condition of the Dominion, remarking that farmers appeared to be paying their way now better than two or three years ago, and lie predicted fairly good conditions for them during the next two or three years.
