Reed. 9 a.m. LONDON, Thursday. Oxford University is to confer its honorary Doctorate of Civil Law on General C. G. Dawes, formerly VicePresident of the United States, and now her Ambassador to Britain. The degree will also be conferred on Mr. F. B. Kellogg, former United States Secretary of State, and author of the pact for the renunciation of war. j
