PRISON REFORM

HOWARD LEAGUE SUGGESTIONS “Suggestions for improvements in tlie administration of criminal law needful for tbe protection of the public —not involving much expense to tbe State,” was the heading of the order paper at a meeting of the Howard League for Penal Reform, held this morning. Mr. N. M. Richmond presided over a fair attendance. Members of Parliament present were: Messrs. W. J. Jordan, H. G. R. Mason, A. Harris, and J. S. Fletcher. The method of taking statements from suspected persons was discussed at some length, the suggestion being put forward by the league that these should he obtained on specially printed forms, that they should not be written by the police, but by the person himself, without police dictation or police assistance; and that it should be widely known that the police have no right to detain any person for one instant, unless that persons is already under arrest.

In regard to prisoners awaiting trial, it was suggested that special quarters be provided, with a consulting room available for long interviews with counsel.

The practice of locking prisoners in their ceils for long periods was condemned, and the suggestion was put forward that evening classes, debates, and facilities for study be encouraged.
