Sir, — Sexual offences are committed through mental weakness and such offenders should receive their measure of sympathy. Any person who is physically and mentally fit could not stoop to such, despicable acts. It would be very difficult 'to put a stop altogether to these terrible acts but if citizens had to pass a physical and mental test before marriage was permitted such crimes might be less frequent, as strong and healthy offspring with right living would result from eugenic unions. The punishment of hanging as suggested by one person only destroys and does not right the offence. Those who would condemn the unfortunates out of hand should bear in mind that no person is bad because he wants to be. It is because he cannot, help it. E. HARRISON. St. Hellers.
