WHEN WAR COMES

DELAY MEANS DEFEAT WHILE DOMINIONS DALLY (Australian and N.Z. Press Association) Reed. 11.45 a.m. LONDON, Friday. Professor J. H. Morgan, lecturing in the London University, on Dominion status, said that the next war might come like a thief in the night and might easily be fought and won in three weeks. Probably there would be no ultimatum. “Consider the effect on the Dominions,” he said. “Will any British Government dare to define what constitutes a flagrant violation, involving immediate action, without consulting ing the Dominions? While jurists are trying to make up their minds, and Dominion Parliaments are being summoned the next war will be fought and won. If we stop to consult the Dominions we lose the war. If we do not consult them we shall lose the Dominions.”
