TREATY WITH BRITAIN COMPLETION NOW IN SIGHT (Australian and X.Z. Press Association) (United Service) Reed. 9 a.m. WASHINGTON, Mon. The Secretary of State, Mr. F. B. Kellogg, said on Monday that he expected the Anglo-American Arbitration Treaty to be completed very soon. It had been in the course of negotiation since December, 1927, when a draft treaty similar to that signed with France was offered as a basis for negotiation. The delay had been attributed by the British Government to the necessity of consult ing the Dominions.
