What the council wants is really the power to elect General Booth’s successor. “Thousands of officers and soldiers should have a voice in any change in the Army’s constitution.” The “Daily Express” understands that General Booth has sent a letter to the High Council making a second offer. The latter is at present a secret, but it. has been sent for publication to the “War Cry.”
