BILL FURTHER DEBATED FOREIGN LOANS CRITICISED (Australian and N.Z. Press Association) WASHINGTON. Friday. The debate on the 15-cruiser Bill was continued to-day in the Senate. Mr. M. E. Tydings. Democrat member for Maryland, in the course of a long speech, actively defended America's right to build up lier navy so as to reestablish the 5-5-3 ratio. In advocating the passage of the Bill, Mr. Tydings submitted two motions designed to prevent loans being advanced by the Government or bv American bankers to foreign Governments who maintain large military and naval armaments. lie produced cabh grams stating that much of the money borrowed by foreign Governments in the United States was being used for the, maintenance of large armies and fleets.
