BOLIVIA-PARAGUAY CLASH A CONFERENCE SUCCESS (Australian and N.Z. Press Association) ( United Service) WASHINGTON, Friday. The Pan-American Arbitration Conference has brought to a successful conclusion its efforts to obtain a settlement of the dispute between Bolivia and Paraguay.

The protocol of conciliation was signed last night by representatives of the disputing countries. This calls for the appointment of an international tribunal of nine judges to investigate the recent armed clashes. The conference also agreed on two multilateral treaties, which are designed to prevent war in the Western Hemisphere. The treaty of arbitration establishes the principle of compulsory arbitration in all international controversies between the American republics with two exceptions. It includes controversies which involve domestic jurisdiction and disputes which involve third parties.

The conciliation pact seeks to establish the principle of the compulsory submission of disputes of any kind to this method of specific settlement.
