FLATS BETTER THAN ROWS OF SMALL HOUSES DEVONPORT SEEKS ADVICE The director of town-planning has expressed himself in favour of flats apd tenement buildings in a letter to the Devonport Borough Council. The letter was before the council last evening. The council has been troubled lately as to how to frame by-laws regarding the interior arrangements of buildings divided into flats. It finally decided to seek the opinion «»f the director of town-planning, who has had experience in older countries. The director pointed out that, officially, he could not offer advice concerning interior designs. Under the town-planning zoning provisions, a borough had the power to define areas in which the erection of multiple family residences could be prohibited. 'The economic pressure of increasing population in the larger centres makes necessary, if not inevitable, the use of fiats," the director said. "Under proper safeguards, no objection can be taken, on the grounds of either health or amenity." His personal opinion was that blocks of flats or tenements were preferable j to close rows of houses.
