Iron Grip on Election List BILL DISCUSSED Times Cable. Reed. 9.55 a.m. LONDON, Thurs. The Rome correspondent of “The Times” states that the Senate has begun discussion of a Bill to constitutionalise the new Fascist Grand Council, which has been drafted by Signor Berio. An accompanying report explains that the Bill is a necessary sequel to the new law, which conferred on the Council the duty of revising the lists of Parliamentary candidates. Anybody doubting the necessity of the new Bill would show ignorance of the profound revolution which Fascism has wrought in Italian public life, and would obstruct the Government. The most important provision was one empowering the Council to express an opinion on all questions aiming at constitutional improvement. The Council will be required to keep two up-to-date lists, one naming possible successors for the Premiership, and the other successors for the various Ministerial posts. The Council would submit the former to the King, but the Prime Minister would submit the other list.
