INFORMATION LEAKAGE PLAN FOR PARIS “DEFENCE” (United Service) LONDON, Monday. Another instance of the systematic leakage from French official circles of information such as that connected with the Anglo-French compromise is revealed by the Paris correspondent of the “Manchester Guardian.” He says the latest leakage is designed to create a public sensation. It is in connection with a secret document of the General Staff known as “Plan Z,” aud containing details of arrangements of the defence of Paris in case of a popular rising. The so-called “defence" in the plan resembles rather the abandonment of Paris on the grounds of the insufficiency of the armed forces, says the correspondent. It provides for the concentration of soldiers of the Republican Guard around public offices while the rest of the city is to be left to the mercy of the mob. The newspapers reveal the fact that certain high military authorities oppose Plan Z and favour a strong military garrison in barracks within the city.
