A Helsingfors correspondent says the Finnish military authorities have arrested 35 Russians, who arrived in three yachts, without passports and dressed in civilian clothes. Several were carrying cameras. They haughtily told the local police that they were, allowed ashore wherever they liked. The yachts were confiscated. One was fitted with a wireless sender and receiver. It was ascertained that all the Russians were from Leningrad. They were militarily escorted to Kotka, because the expedition seemed mysterious.
